The City of Anderson, the owner/operator of an MS4, is required to develop, implement, and enforce a storm water management program. Six minimum measures are used to control storm water:

What is Stormwater?
Stormwater runoff occurs when precipitation from rain or snowmelt flows over the ground. An impervious surface is any surface that does not allow rainwater to infiltrate into the natural soil. Impervious surfaces include driveways, sidewalks, roofs, streets, and parking lots.

What are illicit discharges??
Illicit discharges are any discharge to an MS4 that is not composed entirely of stormwater. There are exceptions to this such as discharges from NPDES permitted industrial sources and discharges from fire fighting activities. Illicit discharges include: sanitary wastewater, car wash wastewaters, improper oil disposal, radiator flushing disposal, laundry wastewaters, improper disposal of auto and household toxics, pesticides, and sediments from construction. EPA studies have shown that illicit discharges significantly degrade receiving water quality, threaten aquatic, wildlife and human health.

The North Main Street regional detention pond is a one-acre detention pond that attenuates stormwater runoff from over 100 acres of urban area. The project included the construction of an approximate one-acre stormwater detention pond, including pond outlet and emergency spillway, three 60-inch HDPE pond inlet pipes, and energy dissipating concrete junction box and floor block energy dissipaters. This project was taken on in an effort to attenuate the erosive characteristics of water quantity and to enhance water quality downstream. Photo Gallery
