Using the 2000 U.S. Census, and with assistance from the SC Office of Research and Statistics, City Council unanimously approved new seat boundaries in September, 2003.
The new boundaries, which received the U.S. Department of Justice's tentative approval in January, 2004, adjusts the population of each of the City's six seats close to the equal target distribution number of 4,232 people. Seat boundaries define voter districts, and should be adjusted once the population variation reaches 10 percent. Seat boundaries were last changed in 1980.
Officials want to ensure that each seat is represented equally and in compliance with The Voting Rights Act of 1965, while also being cognizant of maintaining minority representation in Seats 4 and 5.
