Position Summary

 

Motor equipment operators perform duties that are primarily related to operating heavy equipment, maintaining assigned equipment and performing other work as required. Heavy equipment operated will vary by area of assignment.  Motor equipment operators work according to set procedures under close supervision.

 

Position Responsibilities- Essential Job Functions

 

To ensure the greatest possible protection for employees in the workplace, the City of Anderson requires cooperative efforts of all employees with help in establishing and maintaining a safe and healthful work environment.

The City of Anderson requires that PPE be used by employees whenever workplace hazards are discovered that could damage any part of the body. In addition, the City of Anderson requires all employees to wear PPE, such as but not limited to, safety glasses, face shields, safety shoes, hearing protection (ear plugs/ear muffs), gloves, etc. as required by their job duties. PPE is to be used as a tool to eliminate and/or reduce the hazards employees face in their daily job duties.

 

PPE is not to be used and will not be used as a substitute for safe work practices, machine guards, or other controls designed by equipment manufacturers or other engineering sources. PPE is to be used in conjunction with these controls to increase employee protection.

Motor Equipment Operator job descriptions are distinguished from Motor Equipment Operator (MEO I), Motor Equipment Operator II (MEO II) and Motor Equipment Operator III (MEO III) by training, experience and the type of trucks/equipment regularly required to be operated. 

 

Motor Equipment Operator I – (MEO I) is an entry level motor equipment operator position that involves operating equipment including but not limited to truck/trailer combinations over 26,000 lbs. GVWR, front-end loaders, flailmowers and other equipment as directed.

Motor Equipment Operator II – (MEO II) requires experience in the operation of truck/trailer combinations over 26,000 lbs. GVWR, front-end loaders, and a combination of two or more of the following types of equipment; leaf vacuum equipment; (SANITATION) knuckle-boom loaders; (STORMWATER) street sweepers, jet-rodders, backhoes, excavators, skid-steers; (STREETS) asphalt patching equipment, backhoes, excavators, motor graders, mowers, skid-steers, bucket trucks, remote packers and other equipment as directed.  One (1) year of experience as a MEO I, including six (6) months of relevant training and/or experience is preferred.

Motor Equipment Operator III – (MEO III) requires experience in the operation of truck/trailer combinations over 26,000 lbs. GVWR, front-end loaders, leaf vacuum equipment; and (SANITATION) knuckle-boom loaders; (STORMWATER) street sweepers, jet-rodders, backhoes, excavators; (STREETS) asphalt patching equipment, backhoes, excavators, motor graders, mowers, skid-steers, bucket trucks, remote packers, trackhoes, motor graders, excavators and other equipment as directed.  Three (3) years of experience as a MEO II, including one (1) year of relevant training and/or experience is preferred. 

Department Specific Job Functions

The tasks listed below are those that represent a majority of the time spent working in this job description.  Management may assign additional tasks related to the type of work of motor equipment operators as necessary.

 

  • Operates a variety of light to heavy equipment at assigned job sites, which may include dump trucks, tandem axle truck/trailers, knuckle-boom loaders, garbage collection equipment, front-end loaders, bush hogs, skid steers, back hoes, trenchers, motor graders, excavators, concrete mixers, leaf vacuum trucks/trailers, street sweepers, jet-rodders, etc.  Motor equipment operators may also operate snow removal equipment to maintain streets, sidewalks and driveways; may spread sand and salt on roadways / walkways as necessary in inclement weather.
  • Participates in a variety of skilled maintenance activities in assigned area of responsibility, which may include but is not limited to: maintenance of storm drainage systems, performing repairs to landscaping and/or asphalt, street repairs, grass cutting and weed-eating, collection of residential and commercial garbage and trash, traffic control, etc.
  • Inspects equipment to ensure proper and safe working condition; reports defects or required maintenance to the supervisor.
  • Performs routine maintenance and cleaning of assigned tools and equipment.
  • Performs all duties in accordance with applicable policies, procedures, laws, regulations, and standards of quality and safety.
  • Assists co-workers with various duties as required.
  • Maintains accurate and complete work, mileage and fuel records as required.
  • Attends training, meetings, etc., as required to enhance job knowledge and skills.
  • Responds to after-hours callbacks as needed to assist in clearing roads, drains, etc. as necessary.

Sanitation

 

  • Performs a wide variety of activities in support of the collection of residential and commercial garbage and trash, operates knuckle-boom loaders, operates truck equipped with vacuum directs traffic approaching work areas, etc.
  • Completes specific routes on schedule.

 

 

Streets

 

  • Operates trucks and other equipment to excavate and compact earth, load/unload materials and equipment, move/haul materials and equipment, cut down/remove trees, install pipe, construct roads, construct catch basins and other drainage structures, mow grass along roadsides, and perform other general or specialized functions of the Street Department.
  • May operate trucks in the collection of City garbage and trash.

 

Stormwater

 

  • Performs a wide variety of activities in support of drainage maintenance, which includes but is not limited to: installing, inspecting and maintaining inlet boxes, pipes, flumes, head walls, culverts, ditches; operating street sweepers, jet rodders, and other equipment as directed to maintain storm drainage systems and City maintained right-of-ways.
Essential Skills and Experience

 

  • Requires high school diploma, GED or specialized vocational training.
  • Must possess a valid state driver’s license; must be able to obtain a CDL license.
  • Requires copying, transcribing, entering or posting data or information.
  • Requires speaking or signaling to people to convey or exchange information of a general nature.
  • Requires leading, operating or repairing complex machinery or equipment that requires extended training and experience, such as heavy equipment; may involve installation and testing. Involves operations of limited scope.
  • Requires performing semi-routine work following procedures with occasional problems.
  • Requires using addition and subtraction, multiplication and division, and/or calculating ratios, rates and percentages.
  • Requires reading technical instructions, procedures, manuals and charts to solve practical problems; composing routine reports and specialized reports, forms and business letters with proper format; speaking compound sentences using normal grammar and word form.
  • Requires doing clerical, manual or technical tasks prescribed by standard practices but which may require computation, the use of several procedures, and the use of independent judgments with obvious choices.
  • Requires normal attention for accurate results.
  • First Aid / CPR certifications, trenching and shoring certification, confined space entry certification are desirable.
  • Requires instruction that is sufficient for satisfactory job performance.
  • Requires medium-to-heavy work that involves walking, standing, climbing, stooping, crouching, bending, reaching, lifting, digging, pushing or raising objects and involves exerting between 20 and 50 pounds of force on a recurring basis and 50 to 100 pounds of force on an occasional basis.
  • Risk exposure to bright / dim light, extreme heat and/or cold, wet or humid conditions, dusts and pollen, animals / wildlife, traffic, moving machinery, electrical shock.

Beneficial Skills and Experience

 

  • High school diploma, G.E.D, or equivalent combination of education and related work experience.
  • Knowledge of occupational safety rules, practices and traffic laws.
  • Experience in semi-skilled manual labor and the use, operation and maintenance of heavy diesel or gasoline powered equipment and trucks.
  • Ability to understand and follow oral and written instructions.
  • Skill in the safe operation of heavy equipment in rough, uneven, or slippery ground conditions.
  • Knowledge of the geography within the city limits of Anderson, SC.
